The two lists, and why they are different lengths

People reach for “the railcar inspection checklist” expecting one document. Part 215 has two, and they answer different questions.

Appendix D is short — thirteen conditions — because it is what a train crew member can spot on a walk past the car when no designated inspector is on duty. Leaning, sagging, dragging, protruding, insecure, overheated, broken, leaking. It ends with a deliberate catch-all: any other apparent safety hazard likely to cause an accident before the train reaches its destination.

Appendix C is the defect code list, and it is long and specific because it is a reporting vocabulary rather than a field procedure. It is where a thin flange becomes “7/8 in. measured 3/8 in. above the tread” and a defect on a roller bearing becomes 215.115. A designated inspector works to the component standards in the body of Part 215; the codes are how the finding gets recorded in a form everyone reads the same way.

Defect codes are not job codes

This trips up shops that do their own billing. An FRA defect code says what was wrong with the car for regulatory purposes. An AAR job code — four digits, out of the Car Repair Billing Procedures Manual and the Field Manual — says what work was performed and carries the price or the labor rate that goes on the invoice. Finding a cracked wheel and billing the wheelset replacement are two records, in two systems, with two different code vocabularies.

The practical consequence is that a repair leaves a trail in several places at once: the inspection that found it, the bad order tag, the work performed, the parts and labor, and eventually a bill someone has to reconcile against the car. That is the whole problem railcar maintenance software exists to solve: one history per car, from the first inspection to the invoice.

Your railroad may impose standards more stringent than the federal minimum, and the rate authority or interchange agreement usually says so.

Frequently asked questions

What is a pre-departure railcar inspection?

The inspection required by 49 CFR § 215.13 at each location where a freight car is placed in a train. Where a person designated under § 215.11 is on duty, they perform a full inspection. Where no designated inspector is on duty, the car must at minimum be checked for the imminently hazardous conditions listed in Appendix D — leaning or sagging car bodies, dragging or protruding objects, insecure couplings, overheated wheels or journals, broken wheels, brakes that fail to release, and leaking placarded hazmat.

Who is qualified to inspect a railcar?

A person the railroad has designated under § 215.11, based on that person's knowledge and ability to inspect freight cars. The railroad must keep a written record of each designation and the basis for it. Failure to designate, designating an unqualified person, or not keeping the records is itself a reportable defect — code 215.011.

What are FRA defect codes?

The uniform vocabulary in Appendix C to Part 215 that FRA and state inspectors use to report defects found on freight cars. They exist so FRA, the states, and the railroads describe the same defect the same way, which makes recordkeeping and statistics comparable across the industry.

Can I put a defect code on a bad order tag instead of a description?

No. Appendix C is explicit: the code may not be substituted for the description of defects on a bad order tag affixed to a car being moved for repair under § 215.9. It may supplement that description. Write the defect out, then add the code if you want the classification on the tag too.

Are FRA defect codes the same as AAR job codes?

No, and conflating them is a common and expensive mistake. FRA defect codes (215.xxx) are a regulatory reporting vocabulary. AAR job codes are four-digit numbers in the Car Repair Billing system that identify the repair performed and carry a price or labor rate. One describes what is wrong for the regulator; the other describes what was done, for the bill. A single defect may map to several job codes depending on the repair.

Does Part 215 apply to cars on my private track?

It depends on whether the track is part of the general railroad system. Part 215 governs freight cars in service on the general system; a car sitting on plant trackage that no general-system railroad operates over is a different question than the same car interchanged to a Class I. If a carrier operates over your track, assume the standards reach the equipment you release to them, and read § 215.3 before deciding otherwise.
