# What Is Demurrage?

How rail demurrage works, how it is calculated, and how to reduce it

Demurrage is a per-day charge a railroad assesses when a railcar is held at your facility beyond the free time allowed for loading or unloading. It is not a penalty for doing something wrong. It is the price of holding the railroad's equipment longer than the tariff allows, and it is one of the most common surprise costs at a rail-served terminal.

## The one-sentence definition

Demurrage is the charge that accrues per car, per day, once a railcar sits past its free time at a shipper's or receiver's facility. The railroad owns the car (or controls its supply), free time is the grace period built into the tariff, and everything after that free time bills per day until the car is released.

## Free time: the grace period

Free time is the number of days you get to load or unload a car before charges start. It is set by the serving railroad's tariff and can differ by car type, commodity, and location. The practical point is simple: free time is the cheapest capacity you have. Every car released inside free time costs nothing extra, and every car that slips past it starts a meter.

## Constructive placement: the clock you cannot see

A car does not have to reach your dock to start accruing demurrage. When the railroad has a car ready but cannot spot it because your tracks are full or you are not ready to receive it, the car is under constructive placement, and the clock generally starts anyway. This is where a large share of surprise charges come from: the car is "waiting on you" before it ever physically arrives, and nobody at the facility is watching that clock.

## How demurrage is calculated

The math is straightforward once you know the inputs:

1. **Start the clock** at actual or constructive placement.
2. **Subtract free time.** Days inside free time do not bill.
3. **Count the excess car-days** each car sits past free time.
4. **Multiply by the per-day rate** in the railroad's tariff.

## How to reduce demurrage

Most demurrage is not caused by a capacity shortage. It is caused by nobody knowing which car is about to cross its free-time line. The fixes follow from that:

2. **Work the free time, not the invoice.** Schedule unloading against the placement date, not against whenever the crew gets to it.
